I also hope any process protects people from retaliation without turning the waiver into a publicity substitute for releasable documentation. The most productive outcome would be a repeatable channel where specific records can be reviewed and challenged, rather than another cycle of headlines and anonymous hints.

A waiver may make it easier for cleared witnesses to speak, but it does not by itself authenticate a story; corroboration, chain of custody, sensor provenance, and a record of what AARO or the Pentagon actually reviewed still matter.
