From George Mueller’s 1963 decision for “all up” testing of the Saturn V rocket to Michael Griffin’s 2006 decision to launch a final servicing mission to the Hubble Space Telescope, the agency has continually met key inflection points with bold decisions. Shuttle-Centaur: Loss of Launch Vehicle Redundancy Leads to Discord

“Although the Shuttle/Centaur decision was very difficult to make, it is the proper thing to do, and this is the time to do it.” With those words on June 19, 1986, NASA Administrator James Fletcher canceled the intensive effort to integrate the Centaur upper stage with the Space Shuttle to launch the Galileo and Ulysses spacecraft. The decision, which was tied to increased safety measures following the loss of Challenger several months earlier, brought to the forefront the 1970s decision to launch all U.S. payloads with the Space Shuttle. On January 27, 1967, Mission AS-204 (later known as Apollo 1) was conducting a simulated countdown when a fire suddenly broke out in the spacecraft, claiming the lives of astronauts Virgil I. “Gus” Grissom, Edward H. White, and Roger B. Chaffee. The disaster highlighted the risks that come with spaceflight and the work that still needed to be accomplished to meet President Kennedy’s challenge of going to the Moon before the end of the decade. The Fight to Fund AgRISTARS

Robert MacDonald, the manager of NASA’s Large Area Crop Inventory Experiment (LACIE), was not pleased in January 1978 after he read a draft copy of the U.S. General Accounting Office’s (GAO’s) “Crop Forecasting by Satellite: Progress and Problems” report. The draft’s authors argued that LACIE had not achieved its goals of accurately predicting harvest yields in the mid-1970s. Therefore, congressional leaders should “be aware of the disappointing performance of LACIE to date when considering the future direction of NASA’s Landsat program and the plans of the Department of Agriculture.” Continue Reading
The Hubble Space Telescope: The Right Project at the Right Time

This year, NASA commemorates 35 years of the Hubble Space Telescope’s study of the cosmos. From observations of never-before-seen phenomena within our solar system, to the discovery of distant galaxies, the confirmation of the existence of supermassive black holes, and precision measurements of the universe’s expansion, Hubble has made incredible contributions to science, technology, and even art. Yet, for all its contemporary popularity, the Hubble program initially struggled for congressional approval and consequential funding. For its part, NASA found new ways to compromise and cut costs, while Congress evaluated national priorities and NASA’s other space exploration endeavors against the long-range value of Hubble. Orbit Shift: How 50 Pegasi b Helped Pull NASA Toward the Stars in the 1990s

On October 20, 1995, the New York Times reported the detection of a distant planet orbiting a Sun-like star. The star, catalogued as 51 Pegasi by John Flamsteed in the 18th century, was visible to the naked eye as part of the constellation Pegasus—and had wobbled on its axis just enough that two Swiss astronomers were able to deduce the presence of another object exerting its gravitational pull on the star’s rotation. The discovery was soon confirmed by other astronomers, and 51 Pegasi b was heralded as the first confirmed exoplanet orbiting a star similar to our own Sun. Continue Reading

In 1963, critical decisions had to be made about NASA’s upcoming Gemini missions if the nation were to achieve President John F. Kennedy’s lunar goals. Known as the bridge to Apollo, Project Gemini was critical to landing a man on the Moon by the end of the decade and returning him safely to Earth. The project would demonstrate that astronauts could rendezvous and dock their spacecraft to another space vehicle and give flight crews the opportunity to test the planned extravehicular capabilities in preparation for walking on the lunar surface on future Apollo flights. Perhaps most importantly, Gemini had to show that humans could live and work in space for long periods of time, a fiercely debated topic within and outside of the agency. Continue Reading

As we walked into Bob McCall’s Arizona home, it quickly became obvious that two talented and creative people lived there. Tasked with interviewing one of the first artists to be invited to join the NASA Art Program, our oral history team quickly realized the session with McCall would include a unique perspective on NASA’s history. We traveled to Arizona in the spring of 2000 to capture interviews with some of the pioneers of spaceflight and had already talked to an eclectic group of subjects in their homes, including a flight controller for both Gemini and Apollo, an astronaut who had flown on both Skylab and Space Shuttle missions, a former NASA center director, and two former Women’s Airforce Service Pilots (WASPs) who ferried airplanes during WWII. Inside the Archives: Biomedical Branch Files

The Biomedical Branch Files (1966–2008) in the Johnson Space Center archives showcase the inner workings of a NASA office established to perform testing to provide a better understanding of the impacts of spaceflight on the human body. Ranging from memos and notes to documents and reports, this collection is an invaluable resource on the biomedical research done with NASA’s Apollo, Skylab, Space Shuttle, and Space Station projects. Files in the collection cover work done by groups within the branch such as the Toxicology, Microbiology, Clinical, and Biochemistry Laboratories. It also reveals the branch’s evolution and changes in its decision-making process over the years. Continue Reading

The XS-11 and the Transition Away from Mandatory Jet Pilot Training for NASA Astronauts

Flying in space has been associated with pilots ever since 1959, when NASA announced its first class of astronauts, known as the Mercury 7. Part of being a professional astronaut meant you were a certified jet pilot. Even the scientist-astronauts, so named to differentiate them from the astronauts assigned to the Mercury and Gemini missions, selected in 1965 and in 1967, received pilot training. Until NASA better understood the impact of weightlessness on the human body, Robert R. Gilruth, head of the Manned Spacecraft Center (MSC) in Houston, believed all astronauts should meet this qualification. But when five scientist-astronauts from the 1967 class had a rocky transition, leading them to resign—due to their disinterest in flying at the cost of their scientific training and no spaceflight opportunities—it eventually led NASA to rethink their idea of having all astronauts become jet pilots. In June 2011, the Stratospheric Observatory for Infrared Astronomy (SOFIA) chased down Pluto’s occultation of a far-away star. … SOFIA’s 2011 observation of Pluto followed up on a historic 1988 observation made by the airborne Kuiper Airborne Observatory (KAO) that proved that Pluto had an atmosphere at all. The technical versatility of both flights, conducted from aircraft hurtling stabilized telescopes through the air, speaks to the legacy of airborne astronomical observation at NASA. But how did this idiosyncratic format emerge in the first place? Thirty years ago, on January 6, 1995, NASA Administrator Dan Goldin announced, “We’ve started a revolution at NASA. It’s real. We have a road map for change. Skylab astronaut Edward G. Gibson looked down at Earth often during his 84 days on NASA’s first space station. From his orbital vantage point, Gibson took in the breathtaking views of our planet’s diverse landscapes. He also noted the interesting behavior of the planet’s most powerful electrical force: lightning. … Gibson’s words were of great interest to the lightning researchers affiliated with NASA’s Severe Storms and Local Research Program and others who believed observing Earth’s lightning from low Earth orbit generated valuable data that meteorologists could use to better forecast dangerous storm characteristics and behavior. With these motivations in mind, researchers created new Earth- and space-based experiments from the mid-1960s to the first Space Shuttle missions in the early 1980s that observed lightning on a regional level. Gilruth asked him to attend a meeting with a high-level group of individuals from both MSC and NASA Headquarters to discuss ideas for celebrating the first lunar landing. One hundred ten years ago this month, NASA’s predecessor organization, the National Advisory Committee for Aeronautics (NACA), was founded. The date of the anniversary marks the passage of a rider to a naval appropriations bill that established the NACA for the modest sum of $5,000 annually. Telling the story of the NACA’s founding in this manner—using March 3, 1915, as the moment in time to represent the NACA’s beginning—is true, but it overlooks two crucial aspects of the founding. Acting Director of NASA’s Johnson Space Center, Steve Koerner. Credit: NASA/Norah Moran NASA has selected Stephen Koerner as acting director of Johnson Space Center. Koerner previously served as Johnson’s deputy director.
“It is an honor to accept my new role as acting director for Johnson,” Koerner said. “Our employees are key to our nation’s human spaceflight goals. I am continually impressed with what our workforce accomplishes and am proud to be named the leader of such an incredible team dedicated to mission excellence.”
Koerner previously served as deputy director of NASA Johnson beginning in July 2021, overseeing strategic workforce planning, serving as Designated Agency Safety Health Officer (DASHO), and supporting the Johnson Center Director in mission reviews. Before his appointment to deputy director, Koerner served as director of the Flight Operations Directorate (FOD) for two years. In that role, he was responsible for selecting and protecting astronauts, and for the planning, training, and execution of human space flight and aviation missions. He managed an annual budget of $367 million, 600 civil servants and military personnel, and 2300 contractor personnel. He oversaw the Astronaut Office, the Flight Director Office, the Mission Control Center, human spaceflight training facilities, and Johnson’s Aviation Operations Division. During this tenure he was also responsible for FOD’s flight readiness of the first commercial human spaceflight mission, ushering in a new era of domestic launch capability and the return of American astronauts launching from American soil.
Prior to assuming his position as director of Flight Operations, Koerner served in several senior executive roles, including:
Johnson Space Center Associate Director from 2018 to 2019 Johnson Space Center Chief Financial Officer (CFO) from 2017 to 2018 Deputy Director of Flight Operations from 2014 to 2017 Deputy Director Mission Operations from 2007 to 2014 Koerner joined Johnson full-time in 1992. He has extensive operations experience including serving as an environmental systems space shuttle flight controller, where he supported 41 space shuttle flights in Mission Control. Since that time, he has served in a series of progressively more responsible positions, including lead for two International Space Station flight control groups, chief of the space station’s Data Systems Flight Control Branch, chief of the Mission Operations Directorate’s Management Integration Office, and as the Mission Operation Directorate’s manager for International Space Station operations.
Additional special assignments throughout his career include:
Project manager for Johnson’s Crew Exploration Vehicle Avionics Integration Lab (June 2007 –June 2008) Member of NASA’s Human Exploration Framework Team (April 2010 –October 2010) Member of NASA’s Standing Review Board that provided an independent assessment at life cycle review milestones for the Multi-Purpose Crew Vehicle Program, the Space Launch System Program and the Ground Systems Development and Operations Program (October 2011 – August 2014) Lead of NASA’s Mission Operations Capability Team (October 2015 –April 2017) “Steve has an accomplished career serving human spaceflight. His vision and dedication to the Johnson workforce makes him the perfect person to lead the Johnson team forward as acting director,” said Vanessa Wyche, NASA acting associate administrator. “Steve is an asset to the center and the agency—as both a proven technical expert and a leader.”
Throughout his career, Koerner has been recognized for outstanding technical achievements and leadership, receiving two Superior Accomplishment Awards, the Outstanding Leadership Medal, the Johnson Space Center Director’s Commendation Award, two group achievement awards, the Exceptional Service Medal, and the Presidential Rank Award.
Koerner is a native of Stow, Ohio. He earned a bachelor’s degree in mechanical engineering from the University of Akron in Ohio, and a master’s degree in business administration from LeTourneau University in Longview, Texas.

Preparations for Next Moonwalk Simulations Underway (and Underwater)
2025 Seminar Series
Throughout 2025, the NASA History Office is presenting a seminar series on the topic of Aerospace Latin America. This series will explore the origins, evolution, and historical context of aerospace in the region since the dawn of the Space Age, touching on a broad range of topics including aerospace infrastructure development, space policy and law, Earth science applications, and much more.
This seminar series is part of a collaborative effort to gather insights and research that will conclude in an anthology of essays to be published as a NASA History Special Publication. Individual presentations will be held virtually bi-weekly or monthly.

“Governing the Moon: A History”
Stephen Buono (University of Chicago)

In this talk, Stephen Buono will provide a nuanced history of the unratified Agreement Governing the Activities of States on the Moon and Other Celestial Bodies, more commonly known as the Moon Treaty. Buono will illuminate the treaty’s deep origins, the contributions of international space lawyers, the details of the negotiating process, the role played by the United States in shaping the final text, and the contributions of the treaty’s single most important author, Argentine lawyer, Aldo Armando Cocca.
“A God’s Eye View: Aviators and the Re-Conquest of Latin America”

This talk scrutinizes the aviator-conquistador metaphor. It examines airplane pilots as personifying high modernism and the technological sublime in Latin America from the turn of the century through the early Space Age, when spaceships and astronauts eclipsed airplanes and aviators. Repeated invocations of the conquistador as a metaphor for the aviator’s social role–and the conquest as an analogy for the goals of aviation programs–illustrate how elites promoted their modernization initiatives to national publics.
